The Multijurisdictional Housing Element will be organized into the following major sections:

Section 1. Introduction: An introduction, reviewing the purpose, process, and scope of the Housing Element;

Section 2. Countywide Background Report: This will include an analysis of the demographic profile, housing characteristics, and existing and future housing needs; an analysis of the potential market, governmental, and environmental constraints in the region;

Section 3. Countywide Analysis of Fair Housing. This will include a regional approach to addressing the new AB 686, affirmatively furthering fair housing (AFFH) requirement;

Section 4. Countywide Housing Goals and Policies: The regional goals and policies that will help meet diverse housing needs; and

Section 5. Summary of Sites Inventory: A summary of the land, financial, and organizational resources available to address the identified housing needs and goals. This section will also include an analysis of opportunities for energy conservation in residential development;

The Housing Element will also include multiple appendices to summarize public input and then separate appendices for each jurisdiction. The appendices will be structured as follows:

  1. Local Housing Needs Assessment: This will include specific analysis of the at-risk units by jurisdiction as well as the preservation options.
  2. Local Fair Housing Assessment: This section will address specific fair housing issues of each of the communities and reference jurisdiction specific fair housing programs;
  3. Local Sites Inventory and Analysis of Resources: Describes the jurisdiction-specific sites available to meet the RHNA;
  4. Local Housing Constraints Analysis: Identifies potential jurisdiction-specific governmental constraints to the maintenance, preservation, conservation, and development of housing;
  5. Local Implementation Programs: Details jurisdiction-specific implementation programs to be carried out over the planning period to address the regional housing goals; and
  6. Evaluation of Previous Housing Element: Describes the progress implementing the previous housing element’s policies and actions.
